GQR Canada is headquartered in Toronto and is GQR’s fifth office around the world, including Washington, London, Buenos Aires, and New York City.

The Canadian arm is led by Don Guy, who is Managing Director GQR Canada and Vice President in GQR’s global practice. Guy is one of Canada’s most respected strategists and pollsters, having led four consecutive come-from-behind major election wins from 2003-2013. His research-driven strategies have guided hundreds of corporate and political clients to safe harbor over his 25-year career. Guy is also a founding partner in Kool Topp & Guy, Canada’s leading public affairs boutique. 

Additionally, Elizabeth Sena, Vice President at GQR, has been involved as a pollster in successful campaigns in Ontario and throughout Canada for almost a decade. She is the leader of the GQR Analytics innovation practice, which serves the growing needs of our expanding clients in Canada.

Don Guy is Canada’s most successful Liberal strategist of the past decade according to the Globe and Mail, and a “brilliant strategist” and a “policy wizard," according to the Toronto Star.

He rose from research analyst to President & CEO at Pollara Strategic Insights. In between, Don served as Chief of Staff to the Premier of Ontario from 2003-2006. He is a founding partner in the Canadian public affairs advisory boutique Kool Topp & Guy Inc. In those roles, Don has provided the research and strategies that have fueled some of the most successful public affairs campaigns in Canada.

Under the leadership of Prime Minister Jean Chrétien, he served on the research and advertising team for the Liberal Party of Canada's three consecutive election victories between 1993 and 2000.

Under the leadership of Ontario Premier Dalton McGuinty, he became the first campaign director since the 1800s to engineer three consecutive election victories for the Ontario Liberal Party in 2003, 2007. and 2011.

In 2013, Don designed what Macleans calls “the most incredible comeback in recent (Canadian) political history” as chief strategist for Premier Christy Clark’s British Columbia Liberals.

Elizabeth Sena is a Vice President at Greenberg Quinlan Rosner Research. Since 2004, she has provided strategic advice to elected officials and to help pass ballot initiatives in the United States and Canada. Most recently, she helped elect U.S. Senator Tammy Baldwin and Congressman Brad Sherman; worked with independent expenditures for U.S. Senator Bill Nelson; helped elect Congresswoman Michelle Lujan Grisham; and worked on ballot initiatives in Michigan, Minnesota, and California.

In Canada, she has worked with Provincial and Federal Parties as well as independent expenditures for almost 10 years. Sena has a long history of working on issues such as health care, energy, and education in the United States and Canada. She is a leading Democratic expert in online polling and new analytic practices, and has pioneered large-scale online studies for progressive organizations and academics.

Anna Greenberg has over 15 years of experience polling in the political, non-profit and academic sectors. She joined GQRR in 2001, after teaching public opinion and survey research methodology at Harvard University’s John F. Kennedy School of Government. She was the lead pollster in many successful campaigns including for Mayor Bill de Blasio, Governor Mark Dayton, State Senator Wendy Davis, former Congresswoman Gabrielle Giffords, Congressman Pete Gallego and Congresswoman Michelle Lujan Grisham.

In 2014, Greenberg won the “Pollster of the Year” award from the AAPC for her work with Mayor Bill de Blasio’s campaign for mayor of New York City.

Greenberg works with a wide range of NGOs on issues ranging from women’s health to LGBT rights to attitudes about religion to reducing gun violence to reforming drug laws. She heads GQR Digital and is a leader in the growing field of data analytics and micro-targeting, measuring the impact of social media on public opinion, and using social media to move voters, consumers, and activists.
